headstocks

The headstock of our tenor weighs, I believe, about 6 cwt, and with the bell
weighing 59-1-23 this is obviously about a sixth of the bell's weight. The
headstock, like the bell, is Taylor's 1925. Looking recently at a RW article
on the rehanging of Exeter tenor in 1991, the weight of the new Whitechapel
stock is given as 15 cwt. A headstock on the same scale as the York one
would be about 7cwt, so assuming both weights are correct why such an
enormous difference? Any ideas?
