Largest Town without a ring of bells.

John Greenhough and I were having a discussion over a ringers tea at 
Mancetter on Saturday as to where is the largest town that does not 
have a ring of 5 or more. A bit like Mansfield at one time being the 
largest town without a railway station, I suppose!

Any ideas? 

(Perhaps a Ringing Chat question, I know, but they are too interested 
in blackberries at the moment!)
