I understand that Phase 1 work has started

The programme of works falls into two phases: the first urgently to secure 
the safety of the Tower and to prevent further falls of masonry; the 
second to attend to less urgent high level work to the body of the 
building and other necessary maintenance.
PHASE I : The Tower
Works briefly include
Repair of roof; releading of roof and fitting new lightning conductor. 
Reinstatement of parapet with renewed pinnacles and gargoyles as required. 
Restoration of the belfry louvres and windows, cleaning and repair of floors, installing bird mesh. 
For the above we have been offered a 90 per cent grant of up to £100,000 
from English Heritage conditional on the following works also being 
carried out, all to be completed by February 2003: 
Overhaul of bells and bellframe. We propose to re-hang the four existing bells on a new steel bellframe 
able to accommodate further bells to make a peal of six or eight at some 
future date. 
Overhaul of clock. The clock is of special significance as it is the earliest turret 
example extant (No. 4, 1858) 
from the firm of T. Cooke of York. Topcliffe Parish Council have already 
offered assistance towards this. 
Removal of debris and accumulated rubbish from the base of the tower.
