Depends, I suppose! There is a requirement that towerbell peals be 
audible outside the building in which they are rung. Open a window 
and get someone to listen very carefully?!!

In simple terms, there are small bells on the walls of the tower 
(sort of like the ones for old fire alarms, IIRC), wires enimate from 
them to the frame, these being "pulled" as the (tied) bell rotates, 
thus ringing the bell in the ringing chamber.
