Unless these are new guidelines, I don't think it's right. Certainly, I know of a church in Somerset where the bells were augmented and rehung for the millennium with lottery funding and the work was done by one bellhanger and a group of volunteers, thus saving money.
Do the regulations perhaps state that work must be carried out by suitable professionals, and this has been misread to mean that locals cannot assist a professional?
