Heritage Lottery Funds

Sorry, this might be a bit 'off topic', but I refuse to join loads of 
other lists just to ask this question.

A PCC near here has just received a very generous grant from Heritage 
Lottery for the full restoration of their bells. The PCC Treasurer 
is now claiming that local labour cannot be used to reduce the costs 
as Heritage Lottery will not allow the use of volunteer labour in 
projects it supports.

Has anyone heard of this happening else where, or is the Treasurer 
misreading the HL guidelines?
