Because it's nothing to do with them?
For starters, the majority of stolen bells are small swing-chiming bells,
and ringers probably wouldn't have any reason to know about them. Secondly,
the Central Council has no authority or infrastructure which would enable
them to gather information such as this. If a record was kept, it would be
more in the line of the Council for the Care of Churches. Do they, in fact,
maintain a list of church property reported stolen?
