It's been done, and a long time ago. In "Lady Katherine Audley's Bells", by John Jenkins (early 17C), there's a bell passage in triple time representing six-bell ringing with the tenor consistently late at backstroke - 1 2 3 | 4 5 6 | 1 2 3 | 4 5 - |6 - - W *******************************
