I'm not sure how true that is?

For a start it was the foundries that decided to provide metal headstocks as 
a modern material and secondly I can think of a few old style wood headstock 
bells that shift fast enough.

Wooden headstocks can be much lighter than metal, so less counter balancing 
and thus faster surely?
