The new civic centre was actually built a distance south, in Burdon 
Road, of the old Town Hall, which was in Fawcett Street.  The site was 
re-developed into some quite unremarkable shops and offices.  

The clock was, at least at first, set up to work in "The Bridges" 
shopping centre, where I certainly saw it a few years ago.  Web 
searches confirm that this is the case.  See

I think it might have been moved since. I am to visit my father in 
Sunderland next week and will have a look.
