Radial Frames

Hello Everyone,

Recently there was an inquiry about radial frames on one of the lists.  
Would anyone happen to know when and who that might have been?

Thanks to the Miami bell ringers, I was able to obtain  photographs of 
their frame whilst there on a recent work trip.
