Solberg Hall - bell

Whilst staying at the Solberg Hall hotel near Northallerton this week 
(a former country house and more recently the ex-Police HQ) and from 
my bedroom window and spotted a bell in the garden on a brick plinth.

On closer inspection found the bell with its canons, approx 18" 
tall/diameter and simply inscribed Mears & Stainbanks 1870.  

No-one in the hotel had any idea of why it was there. Anyone on this 
list have any idea ?
