 Is this one of those cases where if nothing is said for long enough
restrictions will be quietly forgotten, but every time the subject is
raised, concerns are bought back into focus and the clock is set back?

The expensive way is to collate all the hours ringing so far and get a
structural engineers report.
If that shows no deterioration beyond normal aging, and passes the tower
as sound, then recommendations only may be revised.

Look at the way ringing restrictions have been slowly eroded. A few
years ago ringing was restricted to short sessions on the front 8. As
long as no one rocks the boat, I suspect it will not be that long before
a peal happens and sets the precedence.
The first may not be on 12, but....




I've been browsing on the tower web site and found the following on
the front page:

"After repair and strengthening work on the tower, the Architect has
requested that there are no peals, and that the number of visiting
bands is limited."

Is this message out of date? 

If not it seems rather strange considering they have a weekly practice
of 90 minutes, are allowing the Beds Assn to have them on an open day
for a similar length of time, and have recently published whole host
of quarters. 

It's great pity this magnificent 12 cannot be pealed.
