You should have been an observer at the Central Council!  The terms of
reference of the committee are very much about bells in redundant churches
and not redundant bells per se.  What they have done is kept contact with
the Advisory Board for Redundant Churches - who reviewed their policy
regarding bells in 2004.  One of the  problems is that the committee has
tends to be reactive rather than proactive because of the nature of the
redundancy procedures.  You yourself know how mind-numbingly slow some of
the C of E processes can be.
