Perhaps.  But there is no-one with that surname in the whole of the UK
on the (public) electoral roll for 2008.

'Rainhill' brings to mind the famous locomotive trials there in 1829.
Any possible connection, I wonder?

Was there a previous vessel called 'Rainhill'?
