Changes to the outside of the windows would need to be referred to the local
authority, because external alterations to a church generally require
planning permission as well as Listed Building Consent. Ecclesiastical
exemption covers LBC but not planning permission.

Yes, my church was very involved with the local authority when protective
mesh over the windows was proposed. The PCC was given to understand that
the Local Authority now had to be informed, and maybe involved, with
faculties.
