"If this arrangement is supposed to be an unbreakable stay, were do we consider

the next point of weakness is. Would a bell jump out of plain bearings or might
it just break off at the cannons."
 
It will vary from bell to bell. Either of the outcomes you suggest are possible, or it could break the crown out of the bell or break a gudgeon / headstock (this being more likely with ball bearings as the gudgeon cannot jump out).
