I think it should be said that Charles Mynors, who is responsible for this
judgement, is very knowledgeable on the conservation side of Town & Country
Planning legislation.   He has written a lot on the subject and is widely
regarded as the leading authority on it.  Because of this it is highly
likely that other people will refer to the Malvern decision for guidance in
future cases involving bell frames.

In the circumstances, I would have thought the issues involved are important
enough to justify an appeal.
