Its not so much riddles as committees that are the problem. Getting a
consensus from them as to what they actually want to do is "difficult" -
it could have been sorted out literally years ago with a bit of clarity
of thought - indeed it is more likely that the problem would never have
occurred had they taken the advice given rather than referring it on for
discussion. 

 

This company (and the two previous ones) just want them to have a
ringable set of bells.
