I wonder if the Bellfounders/hangers should take on the role of overseeing the whole project as the main Contractor. Along the lines of the Planning supervisor in the CDM regs. 
I realise that in some projects the bells are only a small part of the whole job and therefore it wouldn't always be possible.
If that were the case hopefully there wouldn't be cases of architects deciding they knew best and going against the specifications as laid down by the Bellfounders, allegedly!
As for Kelvedon, the problems after the augmentation didn't exactly help John Taylor Bellfounders/ TES

  Will the C of E ever act like the rest of the world and have one prime
  contractor for the whole task who is responsible for all sub contracted
  items, services, consultants, designers, etc..

  That way there is a prime contract, and if the final result fails to
  meet its terms, full responsibility is defined.

  That way if something is wrong, the customer only needs to say its
  wrong, because... fix it. Its not usually necessary to mention "you are
  in breach of contract" because everyone knows the score.
