Prime contractor is the choice of the contract placement authority. I would
think the only way the good Matthiew could be in this position would by
having quoted for it, and been accepted.
I have never sees or heard of any bell hanging/founding company quote for
being "prime contractor."
Although probably no more expensive in the end, a prime contractor Quotation
would look expensive because of all the additional inclusions and liability
provision, that normally are additional expenses, which although inured may
not be directly charged to the particular task, but included with the other
running expenses or left as uninsured risks.
