I don't think it 'means' anything, in this context.  It's a bloke's
name, as Dickon surmised.  The obvious interpretation of the inscription
is that the founder was called Candido Roiz Bellas and had his foundry
in Lisbon.  Roiz and Bellas are both surnames and it is usual for
Portuguese surnames to have one element from the father's surname and
one from the mother's.
