There are, possibly, cases where there has never been any intention to
install bells and that louvres are present simply as an architectural
feature (because 'church towers always have them')? Or they may be there for
some other reason - ventilation? All guesswork, of course, but not easy to
prove or disprove without considerable research.

Have bells originally installed subsequently been removed for some reason or
are they 'bells that never were' so to speak?

I suspect that there are many, many cases such as these.

shows the clock tower at Coventry City Council House - it even has the
louvers to let out the sound of the non-existant clock chime!
