Mystery bell competition

David Cawley has kindly supplied an interesting picture of a bell for Love's
Guide to Kent.  The website used to run a "Name that Tower" competition, and
he thought readers might be interested in identifying this highly unusual
bell.  Can anyone translate the inscription?
