All interesting stuff - but my query was really relating to towers where the
actual belfry louvres of the sound windows are adjustable (just like 
slatted window shutters or
venetian blinds).  I think the many and various systems of sound control
that may be installed BEHIND louvres are all fairly well documented ...

It would seem from the responses that there were/are very few towers
where such an arrangement was/is used.
