[Bell Historians] RE: CBC Bells Committee

People who actually have a good knowledge of the technical and historical aspects of bells?

It would be quite easy to check someone's knowledge - advertise the positions openly, and set a task to prospective applicants such as ask them to prepare a descriptive report on a specified bell installation.

Apart from John Baldwin and James Clarke, have any of these actually carried out any first-hand research?

There are plenty of suitable people - in addition to those you list, ones which I can immediately think of are Andrew Aspland and Mark Regan (so far as I know neither of them have served on the bells committee before).

Are the criteria for appointments made public these days, or are they shrouded in secrecy? Openness and accountability are generally things which the CofE dislikes intensely.
