[Bell Historians] Adjustable Louvres

Campsall, Yorkshire has adjustable louvres  - two cords from each one (open and closed) came down into the ringing room.  However the space above the louvres was just open so they made no difference whatsoever.  The louvres were closed up before improved sound control was added.

Going through RW correspondence from 100 years ago, I was wondering 
if there are any examples of towers that do (or did), in fact, have 
adjustable louvre boards "operated like venetian blinds".

I imagine that any such installation would be highly prone to 
mechanical failure and would be quite difficult to install, operate 
and maintain, not to mention the exterior aesthetic considerations - 
but it is an interesting idea.

Can anyone enlighten me please?
