[Bell Historians] Tower Classification required

Adding a historico-geographic perspective:  There are numerous instances of city-owned carillons being installed in church towers in the Netherlands.  And in the USA, one can find instances of publicly-owned fire bells being installed in church towers in the 19th century (i.e., before electricity). Carl Scott Zimmerman

... the history of the commissioning and use of bells hung in churches could become significant. I would think that bell historians might have quite a bit to say about that. I know that church bells were commonly put to secular use but are there clear cases of bells being commissioned by non-religious bodies being hung in churches for primarily that purpose? I exclude clock bells unless hung for ringing.
