Presumably you are thinking in terms of a sliding hatch, which should be perfectly practicable if there’s enough space. I can imagine such an arrangement but I can’t recall seeing one in a bell tower. The most likely objection is that if it’s wooden, expansion or distortion of the timber will mean that it is liable to seize up.
