Thanks for the thought but I don't think it can be a clapper turning 
block and cannot envisage how it could function as such; e.g. no 
provision for a clapper to hang centrally from it. Some such blocks are 
in situ but look quite unlike this. It is at Fishlake; at which 
incidentally the bells remain unringable and potentially unsafe.
