Can you tell if it is inside a building?
I don't have any experience tracking down pokestops, but after fiddling with the map for a while, it seems to be on Pleasant Street in Watertown, not far from its original mill home. 
A photo opens up if you hover over it with the mouse. Thats how we found it. Could it be outside the mill? The picture you mention doesn’t give many clues.
