This is up to the list administrators.  The software 
supports attachments, and they are allowed on the Ringing 
Theory list.  With Ringing Chat and Change Ringers, I saw no 
reason to change John Camp's decision to ban all 
attachments, but that's a policy decision not a technical 
requirement.
