I've just checked the Taylor records

The bells left the works in February 1921. They were not invoiced until December. The bill has "wheels kept here" - struck through and "stays rollers and ropes kept here" (not struck through). It refers to erecting the frame on the ground - without main girders - and erecting the bells therein to be chimed by Ellacombe apparatus. The full cost of the frame and fittings was charged at this date.

So it's pretty clear than the bells, frame and fittings are all of 1920 - and that they were hung in the ringing frame and on ringing fittings from 1921 until the tower was completed.
