Looks rather simple to me.  The Bell News normally published after a delay.  A  peal arrives, with 
the wrong date, and as it is the week for printing ones of that date, it gets added in at the last 
minute.

When Bell News arrives on the mat of the sender, and realises he'd put the wrong date (I'd guess  
he didn't submit the day originally), he sends in a correction.
