Ok, so what's the minimum number of bells on which you can ring a peal with
no change repeated?
I.e. once you use the place notation 12, you can't use it again?
In theory, it's 19, which has 6765 place notations available (including the
null change) - but is it possible to arrange them in a way which produce
5000 or more changes, ending in rounds?

If we say you can use as many crosses as you like, then the lower bound
becomes 17 with 2584 place notations. But again - is such a peal possible?
