I am wholeheartedly in support of the intent of all your proposed 
changes, including the reduction of a peal length to 5,000 in all cases.

I don't know whether or not the proposed wording is exactly right. I 
leave it to those smarter than I to point out any improvements that 
might be made.

While harder to pin down in detail, I think I would be even more in 
favour of a more radical change, as Philip E has argued for. But short 
of that, I do think your proposals are an improvement on the status quo.

BTW, why do the Decisions (your version just copies the current ones) 
say "true changes" -- wouldn't it be more precise to say "distinct rows"?
