Yes, but the precedent for shorter peals was very much earlier than that,
such as these by the ASCY:-

5-Jan-1855  5001 Stedman Caters on handbells
2-Jan-1858  5016 Stedman Cinques on handbells
10-Dec-1881 5014 Stedman Cinques, the first peal on the bells at St Paul's
Cathedral

Does anyone know what the earliest peal shorter than 5040 is? What about
Plain Bob Major or Kent Royal?
