[r-t] Apologies for temporary unavailability

All the bellringers.net/org lists were unavailable for a few hours on
the evening of 13 March (GMT). This was because of emergency work of
the server. Change-ringers, ringing-theory and the ouscr list were
back to normal from about 11 pm, but ringing-chat continued to suffer
problems. This was because some software settings had been altered
during the work on the server, and the list was rejecting mail.

The problems now seem to have been resolved. However, any messages
sent which have not appeared on the any of the lists will not do
so and should be re-sent.
