Decision B3 states:

Peals of Major, Caters, Royal, etc. shall be rung on eight, nine, ten, 
etc. bells respectively, or on nine, ten, eleven, etc. bells with the 
tenor as cover, and shall consist of at least 5000 true changes.

"Etc." literally means "and the rest", so one could interpret it as 
meaning "all other stages", i.e. 0,1,2,3, and 11 or more.  But since one 
can't ring 5000 true changes on 3 or less, this would appear to rule out 
peals of singles.
