Thanks for your responses.
   
  There doesn't appear to be a logical reason why they can't be treated the same as 4, 5 or 6
  bell peals - I can only assume the lower bound was set at 4 due to peals of Singles never 
  being rung at the time. If people want to ring them, I don't see a problem with classifying them.
