I think one other reason was that we didn't want to ring Pudsey.

Goldthorpe has an 8-part 'atw for all 8 bells' composition of spliced
surprise major in 20m; basically Chandler's 23 without Newcastle, Pudsey
and Sonning.

I presume the main reason for leaving these three methods out was to
keep the length down...assuming one doesn't exist already, can anyone
come up with an 8-part containing all 23 methods (5888 changes)?
