Yes it should, but that's not going to happen tomorrow. Or next year. Or 
probably for a while after that. There's a lot to be said for gradual reform 
and small steps in the right direction. After all, even you failed to turn 
the CC rount in three years.

The path to change is a long and gradual one, and it's important to help 
each step along the way, not merely decry it because it isn't radical 
enough.
