Uh, oh. That could lead to trouble, couldn't it? There's probably some
further condition required on the definition of a block.

Or maybe not, now that I've thought another minute.

A one row long block is always of stage 0. If we require the stage to
be >=2, which has been otherwise suggested as A Good Thing, we cannot
have a one row long block.
