I suggest "anything that has been publicly claimed in some way as
being a peal, not subsequently withdrawn by the band as being short or
false, but was not automatically included in the Council's analysis
for some reason." Implicitly modified by "and that we can now collect
details for", since I'm sure some will now be lost or overlooked.
