CC Decision A2:
"A call is a means of passing from one course of a method to another. It is effected by altering the places made between two or more consecutive rows, without altering the length of a lead. It is not part of the definition of the method."
 
You are just moving to a different place in the course and not a different course, so i would read that as a no. It would have to be rung as (or recorded as) spliced despite the fact it would probably be called (and thought of) as a call.
