That's not quite true either, I'm afraid: the minutes of the Guildford meeting show that it was "Mark Bell [who] asked the Committee to review the non-compliant peal rung in Cambridge on 22 November" (the first Quark peal). [1] Mark was not a member of the band that rang it first [2].

At the CC Meeting this year Brian Meads perpetuated the view that bands were "seeking validation" from the Council. This couldn't be further from the truth: people ring this stuff because it's worth ringing. CC validation was not sought by the band, and there were two further peals rung before it was provided.
