I disagree. Since I joined the Council 25 years ago it has changed quite a
bit. There are several of us within the Council who see reform as
important, and who helped to bring about the motion this year. We aren't
going to sit around waiting for those members who believe in the status quo
to explain why it can't be done.
Reform of the Decisions is important not just because it would end the
perennial round of non-compliance and argument followed by yet another
patch to regularise things, but because the bad press it generates sustains
the idea of the Council as remote and authoritarian. Technical definitions
are needed to provide coherence for ringers, and the Council is the natural
custodian of them, but they need to reflect a broad consensus of the
ringing community for Council to be widely respected.
