Can't see any earthly reason to limit it to 4 blows, nor to set any absolute limit. I would, however, suggest that all bells must move at least once over the course of a lead so you can't explicitly put in a cover bell to an existing method and claim a new one (unless you undid the movement with a call each lead). Admittedly that restriction doesn't necessarily sit well with dixonoids or cylindrical.
