Mostly no one, but if someone on a silly naming spree hoovers up dozens of
unused place names, the ringers in those places can be pretty cheesed off. 

I know this can happen with normal naming but it is far less likely.  I
also realise that it's peripheral to this debate.  

But having been in this situation (and having only escaped because the
whole bag of methods was ruled out on a technicality) it seemed worth
mentioning.
