[r-t] Method extension

I was looking at Bill Butler's extensive library of ringing books today, and
spotted the Method's Committee Report on Extension as adopted by the Council
on June 26th 1953. It doesn't say who wrote it, but it appears to be the
report which first introduced the current approach, and does have some
explanation of the rationale. I have scanned it in and you can download it
